Who is entitled to change the locks
Rekeying decides who can enter a home, so the first check is about the person asking. A homeowner shows photo identification and something tying them to the property, such as a tax bill, a closing document or a utility statement. A property manager brings authorization from the owner. A tenant is asked whether the landlord has agreed to the change and will receive a copy of the new key, because tenancy rules here expect both sides to hold one. Where a unit is in a condominium, the locksmith asks whether the building has a rule about suite-door locks. Taking the cylinder out of the lock

After a rental unit is rekeyed, the incoming tenant receives their keys, the landlord keeps a copy as the tenancy rules expect, and the number issued is written on the move-in record so the count at move-out is easy to check. The former tenant's keys are retired. Where a building has several suites, the locksmith can keep each on its own key while the shared entry stays on a common one, and the note of which key belongs to which door becomes the start of a keying chart. That chart is what makes the next turnover a matter of one cylinder rather than a guessing game about who has what.

Can the entry door of my condo suite be rekeyed?
Often, but check with your property management first. Condominium corporations have a right to enter a unit on reasonable notice, and without notice in an emergency, and many buildings ask that suite doors stay on a system the corporation can open or that a key be lodged with management. Lobby, garage and locker-room doors belong to the corporation and are theirs to manage. A locksmith will ask about your building's rule and work within it.
What is a restricted keyway, and does it change anything?
A restricted or patented keyway is one whose blanks are not sold to the public, so copies can only be cut by an authorized dealer from a record of who is allowed to have them. Rekeying such a cylinder is the same operation inside, but the new keys are cut from controlled blanks and the count is logged. The benefit is that a key cannot be duplicated at a kiosk without your knowledge, which makes the record of who holds one much easier to trust.
My deadbolt says I can rekey it myself with a little tool. Should I?
You can, given a key that currently operates the lock, the maker's reset tool, the new key and the steps followed in order. Trouble tends to arrive when the old key is missing, when the new key belongs to a different keyway, or when a reset stalls halfway and the cylinder then accepts neither key. A locksmith carries the tool and the procedure, can check that the new key suits the rest of your doors, and can fit a standard cylinder if a forced reset has broken the mechanism.
